Concerns Voiced Over Proposed QPCA Rules

Speakers at a Nov. 7 Internal Revenue Service hearing on proposed rules (REG-163195-05) on the Qualified Payment Card Agent program (QPCA) commented on the rules. However, most of their comments were directed to the consent rules.
